As courses are submitted to TxVSN’s Course Review department for course review, the Provider District submitting the courses will be contacted to acknowledge their course submission. At this time, a review of the submission will occur to insure all required documents have been included. Course Review will also communicate to the Provider District the ability to conduct the review(s) within the current budget cycle or following budget cycle. If current submission(s) cannot be conducted until the new budget cycle, those submissions will be kept on file and in the submission pool for future reviews.
ANNOUNCEMENT: Currently, the application process is not through an automated system. Starting September 2010, Potential Provider districts will request an account to access the TxVSN Application system, where all forms will be completed electronically. Directions will be forth coming, so check back regularly to this site.

Step 2 - Priority List
If a provider district is planning submitting more than one course:
- Prioritize the courses being submitted for review. This priority list will be taken into consideration during the selection process.
- Each provider district will be informed how many of their courses will be reviewed.

Step 4 - TEKS Correlation
EACH course submission includes a TEKS Correlation document (AP courses see note below). This document describes where each TEKS Student Expectations are taught in the course as well as at what level Bloom's taxonomy the TEK should be taught. Every course must be 100% aligned, including the correct Bloom's level, to the TEKS. To complete the TEKS Correlation document:
- Click on the link to the right.
- Find the corresponding TEKS document that aligns with the course being submitted.
- Open course and site specific units/lessons where each TEK is addressed and make sure that the TEK is being addressed at the correct Bloom's level.

NOTE: Advanced Placement Courses do not submit a TEKS alignment document. But AP courses are required to submit the College Board Audit documentation.

Step 5 - Course Questionnaire
Provider District completes a Course Review Questionnaire for EACH course being submitted. The questionnaire has two main purposes:

Allows the Potential Provider district the opportunity to explain how the course instructor's interactions enrich and complete the TEKS instruction to ensure 100% alignment.

Allows the course reviewers to gather data specifically for all of Standard E and a portion of Standard D of the National Standards of Quality for Online Courses. Course reviewers do not see evidence of these particular criterions when reviewing a course, therefore your detailed responses aid in meeting the National Standards.
NOTE: Please take your time when completing this questionnaire. The more details included for each question, the better the overall course score.

Step 6 - Syllabus
Potential Provider Districts complete a Course Syllabus for EACH course being submitted. It is to the discretion of the provider district to decide the design of the course syllabus. However, by using the provided syllabus sample, the provider will ensure that they address several standards scattered throughout the National Standards of Quality Online Courses.

Step 7 - Course Review Access Form
Provider District completes a TxVSN Course Review Access form for EACH course being submitted. This form allows reviewers access to the course for evaluation purposes. Reviewers should be given the maximum allowable access to a course to conduct a thorough review.
NOTE: The National Standards of Quality for Online Courses includes criterion that addresses an instructor's interaction with students. Although not required, it is to the provider district's advantage for reviewers to have access to an active course, where an instructor facilitating the course may be observed for the interaction within the course.

Step 8 - Science Investigations Documentation (only if submitting a science course)
All secondary science TEKS begin with the expectation that students will spend at least 40% of instructional time conducting field and laboratory investigations using safe, environmentally appropriate, and ethical practices. Only hands-on lbs can count towards the 40% of time. 40% of time in a semester is equivalent to 25 hours of lab time and 50 hours of lab time for a year-long course.
Provider Districts submitting online science courses must complete the Science Investigations Documentation describing each field or laboratory investigation.

Step 9 - Advanced Placement Documentation (only if submitting an AP course)
Advanced Placement courses will not be evaluated for 100% alignment with the TEKS. In lieu of the TEKS alignment documentation, Advanced Placement Courses are required to submit the College Board Audit documentation. NOTE: This has to be done yearly after a course is approved.
All Advanced Placement courses will be evaluated against the National Standards of Quality for Online Courses. To complete the AP documentation:
- Follow the College Board Audit process.
- Complete steps 1, 2, 3, 5, 6, and 7 (and 8 if a submitting a science course).

When ALL forms have been completed and submitted to both Central Operations and Course Review, Course Review will contact TEA for their approval to begin reviewing the course submission. With TEA's approval, review teams will be assigned and reviews will commence.
